LANSDALE - Drivers may have noticed something new crossing several of Lansdale’s streets last week: boxes connected to cords and chained to nearby street signs, with tubes running across the street.

Those boxes were there for a reason: each time you drive over the tubes you’re helping the Delaware Valley Planning Commission gather data on traffic counts throughout the borough.

"We are doing some traffic counting in Lansdale right now for PennDOT. It’s a cyclical count; all of the state roads have to be counted every few years," said Scott Brady, DVRPC’s manager of the Office of Travel Monitoring.

For two days last week, DVRPC traffic counters were in place on Seventh Street, Broad Street, Valley Forge Road, Vine Street, Susquehanna Avenue and Wood Street, all as part of PennDOT’s typical counting process.

The data from this week’s Lansdale study is already posted online at DVRPC.org , and the DVRPC official doing the collection has a local tie - field agent Joe Chiarolanza lives right here in the borough.

"I’ve done studies all around the nine counties on both sides of the river, but it’s been a while since I’ve been right here in my own backyard," said Chiarolanza.

These days, Chiarolanza’s focus has mostly been on collecting pedestrian and bicycle data using newer generations of collectors, and DVRPC can also collect data on Bluetooth devices that help calculate travel times and whether signal retiming is needed.

PennDOT assigns between 1,300 and 1,400 count locations in the five-county Philadelphia region each year, and DVRPC does those counts between April and October, then makes that data publicly available on its website DVRPC.org .

You can see traffic count data from previous Lansdale studies by going to DVRPC.org , clicking on Products and Services, then Traffic Counts - there, you’ll be able to see thousands of pink dots that each denote a count location, and use the interactive zoom and direction controls to find data from all of those points on the DVRPC map.

"If you click on a dot, it gives you the history of counts at those locations, and you can choose a report and hourly counts and go from there," Brady said.

For example, Valley Forge Road between Allentown Road and Mt. Vernon Street was surveyed in June 2000, and as any driver in the area can tell you, saw its peak traffic counts between 3 and 5 p.m. on both days it was surveyed.

Those three peak hours each saw more than 1,050 trips taken, with a steady dropoff over the rest of the evening and increase the next morning, with counts in the low 900s during the 7 to 9 a.m. rush and a spike at noon before a slight 1 p.m. decline leads into the next day’s rush-hour traffic.

The same stretch of street was surveyed in September 2005 and saw similar patterns: more than 1,020 trips taken each day between 3 and 5 p.m., with a slightly longer rush hour, but numbers in the high 900s during the 7 to 9 a.m. rush hour too.

Last week’s survey shows, you guessed it, even higher traffic counts: peaks between 1,040 and 1,125 trips during the 4 p.m. to 6 p.m. window, and counts well over 800 for the rest of the day between 7 a.m. and 7 p.m.

DVRPC then takes that raw data and applies correction factors for the number of axles that hit the counters, converting the number of hits on those traffic tubes into the number of vehicles, and a correction for the season in which the study was done.

"Traffic tends to vary over the course of the year, so PennDOT has permanent count locations where they take counts every day all year, and the variance between any particular day and the average for 365 days is that correction factor," said Brady.

The counters for next year’s Lansdale streets might not be put down by Chiarolanza depending on how the personnel and street assignments shake out, but Brady said his office tries to cut down on travel time by assigning agents to place counters as close to their homes as possible.

"Then the planning people use the data that we collect, and try to make sense of it all," he said.

Mayor Chris Beutler welcomes visitors to Lincoln for Husker football games and says Nebraska's Capital City is ready to accommodate fans and game-day traffic.

Drivers will see traffic improvements near Memorial Stadium " two new multi-lane roundabouts at at 10th Street and Salt Creek Roadway.

"We are always looking for ways to improve safety and traffic flow, and those are the two main benefits roundabouts offer over traditional intersections with signals," Mayor Beutler said.

"I encourage visitors to visit the City website to learn more about them and how easy they are to navigate." At , drivers will find written driving instructions, a simulation of traffic flow at the two new roundabouts and a video produced by the Nebraska Department of Roads.

The Mayor encourages fans to plan ahead and use any of the following City programs to help beat game- day traffic and parking challenges:

Travel to and from games on StarTran's Big Red Express ( ).

Reserve pre-paid event parking at City garages (

).

Purchase a $9 tag for all-day, on-street parking in metered stalls from any City parking employee wearing a Park Go shirt at City-operated parking facilities.

The Mayor also encourages fans to enjoy the Capital City by arriving early and lingering downtown after games.

Those traveling downtown need to be aware that parking violations and towing will be more expensive this year. Meters are enforced Saturdays from 8 a.m. to 6 p.m., and a new fine system will be in effect:

If the ticket is paid online within seven days from when it is written, the fine is $9.

If the ticket is paid in person or through the mail within seven days, the fine is $10.

If the ticket is paid after seven days, the fine is $25 (in person or by mail) or $24 (online).

The City also has implemented a $50 towing fine for vehicles towed by order of the Police or a Parking Control Officer. The fine is charged in addition to the $49.53 required to get a vehicle out of the impoundment lot. The towing fine does not apply to cars towed from a private lot.

On football game days, Interstate 80 exits at I-180/Downtown and 27th Street can be very congested, so visitors are encouraged to use other routes into Lincoln:

From the east, take the Hwy. 6/Cornhusker Hwy. exit (409). Turn south at State Fair Park Drive and west on Salt Creek Roadway to reach Memorial Stadium, the Champion's Club and parking facilities east of the stadium and in the Haymarket.

From the west, exit I-80 at Homestead Expressway/Hwy. 77 South, then go east on Rosa Parks Way.

Those using I-80 who plan to park in the Haymarket Park lots will experience less congestion if they enter Lincoln using the airport exit (399).

Contractors will not work on highway or Interstate projects on game days, so I-80 will have at least two lanes open in each direction, and all lanes will be open on highways entering Lincoln.

Other traffic reminders:

After games, 10th Street is one-way northbound from Military Avenue to Sun Valley Boulevard.

Stadium Drive west of the stadium will be closed to all vehicular traffic. Passenger drop-off and pick-up will not be allowed in front of the stadium before or after the game. Fans can be dropped off and picked up at 10th and Charleston streets and 12th and "R" streets.

Only StarTran buses and those using UNL Lot 12 or handicapped parking will be allowed west of 16th St. on Vine.

Charter buses will park on "W" St. between 14th and 16th streets.

The taxi stand is at 14th and Vine streets.

Downtown bike lanes are on 14th Street from "L" to "R" streets and on 11th Street from "Q" to "K" streets.

Other general reminders:

Alcohol is prohibited on City streets, parking lots, garages and sidewalks including the trail between Haymarket Park and 8th Street.

The sale of tickets, souvenirs or other items is not allowed on City streets or sidewalks. Officers will issue citations for violations that inhibit the use of the street or sidewalk.

Lock your vehicle and put valuable items out of sight to prevent theft.

Backpacks and umbrellas are not allowed in Memorial Stadium.

BALTIMORE (WJZ) - Getting around downtown is getting more complicated. The city is changing traffic patterns to accommodate this week's Grand Prix. Pat Warren reports it may require careful planning on your part to avoid getting stuck.

It is much anticipated.

"I think the event's going to be great. I can't wait," said James Taylor.

But it's also somewhat disrupted.

"It's a little bit of a mess with the race preparations," said one person.

But it's not often that your way to home or work becomes an international racetrack.

"It will be a learning experience but we have put a great deal of planning in to make it successful," said Randall Scott.

The Baltimore Department of Transportation starts putting road closures in effect after 7:30 p.m. Monday. They don't happen all at once, but there are a lot of them.

"You're talking about approximately two dozen intersections around the periphery and anything inside would be closed, as well," said Scott.

After 7:30 p.m. Monday, Eutaw Street between Pratt and W. Camden closes after the Orioles game, re-opens Wednesday evening and closes again on Friday. After 7:30 p.m. Tuesday, there will be closures on Charles Street between Pratt and Lombard and Charles between Conway and Lee. Sharp Street closes between Pratt and Conway and Camden Street between Paca and Eutaw. That's just the beginning.

"It will have a profound impact on traffic and to the extent people plan well in advance, seek alternate routes or even adjust their schedules, delays can be minimized,"Scott said.

Downtowners appear up to the challenge.

"The benefits will outweigh all the-if you want to call it-the negatives of not allowing us to get around downtown," said one.

"It's not going to be something that's lasting all year. It's going to be a nice event. We can find a way to get around," said Raymond Tyler.

Organizers believe they've done their best to put on the best race possible with the least amount of inconvenience, although drivers are expected to be patient.

LOS ANGELES - With Google’s infamous "Panda" update now six months old, search engine marketers are reporting mixed progress in their attempts to recover rank.

Google intended for the Panda update and other tweaks to reduce the prominence of "low quality" websites, including sites primarily composed of duplicate content, such as affiliate feeds and other non-original content sources, within its listings - reductions that dropped more than a few websites’ traffic by 80 percent or more.

The problem for webmasters with the Panda update, or any other incident that causes a sudden, precipitous decline in organic search volume or other website traffic sources, is that many companies rely heavily on these resources for their livelihood - a worsening situation which is pronounced in adult circles, where search engine traffic is increasingly hard to come by.

"Panda has created a scenario where publishers who don’t embrace SEO are condemned to feel the sting of what happens when they don’t," Frank Watson wrote for Search Engine Watch. "SEO does work, but you can’t rely on your father’s methods anymore."

While some websites have recovered a portion of their lost ground, others have not since seen the sweet search engine traffic that their profits were once built upon.

"What Panda has shown is that changes have been different for sites based on their content and language - the algorithm seems to have the ability to differentiate the topics and languages and use the information to create changes in the SERPs that are tailored to that information," Watson added. "Publishers of widespread topics have had the toughest time as what may work to help one area could hurt another, and in most cases they are using a single method to correct their problems."

Although affected website owners have discussed strategies for coping with Panda amongst themselves, with varying degrees of success, Google’s Webmaster Guidelines - especially those centered on content and design - provide all the information that is needed to rank well within its search listings, whether or not the algorithm gets tweaked.

Experts also note the increasing importance of localized and mobile search; and recommend that webmasters focus on providing better content, more robust internal navigation and faster speed, valid coding and reduced advertising loads for better results.

"Google’s algorithm at its start mirrored how scholarly articles referenced other studies - those referenced most often were generally the seminal works on the subject. Unfortunately, this lead to link buying and link spam," Watson concluded. "Panda is an attempt to return to these early methods, but Google can now apply latent semantics and understands duplicated content better."

Y ou read a lot about entrepreneurs who land that big funding round. But the more common story is of entrepreneurs who don't. Rand Fishkin is one of the latter, having spent about nine months talking with venture capitalists about funding his search engine optimization firm, only to be denied in the end.

Fishkin, founder and CEO of the Seattle-based firm SEOMoz, took to his blog Monday to chronicle his woe. Under the headline " Misadventures in VC Funding: The $24 Million Moz Almost Raised ," Fishkin's post makes for a great read if you want to know how the funding process really works. He's sharing his story, he writes, because:

My hope is that by sharing, others can learn from our experience and possibly avoid some of the mistakes, pitfalls and pain we faced.

Raising money for a startup is an inherently risky proposition. You step up to the plate knowing that the odds are slim and that, for every story of success on TechCrunch, there's two hundred companies pounding the street, getting nowhere.

It all started out to be so promising. Fishkin speaks of being courted, and courting, numerous venture capitalists. The list is impressive: Bessemer Venture Partners, GRP Partners, Stripes Group, Insight Ventures, JMI Equity, Level Equity, Mayfield Capital, Accel Partners, Summit Partners, NEA, General Catalyst, K1. and Industry Ventures

One in particular, who goes by the pseudonym of "Neil" in Fishkin's post, gets the most attention and was the final choice of partners by Fishkin and his SEOmoz colleagues. As the tale goes, Fishkin spent from the beginning of the year until August talking and being vetted by venture capitalists. The process involved meeting after meeting, letter after letter, and became a time-suck for Fishkin and his colleagues at his firm. He writes:

In June and July, the funding process probably entailed hundreds of combined hours of work on the part of our team"much of that was me, but plenty spread to other departments and functions. We knew this was a very big decision"one that would massively impact the future of the company " and thus, we wanted to be as diligent, thoughtful and cautious as possible.

But things weren't all work. There were lunches and dinners, introductions to spouses, personal notes. Everything seemed to be on track, until in August, it wasn't, and the funding fell through.

The experience left Fishkin philosophical, as he offered a few lessons to any entrepreneur who follows him on the great startup financing game:

Don't let fundraising distract you from what really matters : "We should have let the investors do more of the work and kept the team more focused on the mission at hand. If an investor really wants to be part of Moz, a few missing, non-standard business metrics aren't going to change that."

Be excellent to everyone, all the time: " I can definitely confirm that the world of venture capital and private/growth equity is a very tiny one, and that entrepreneurs, partners and service providers talk incessantly and vociferously about nearly every experience with an investor or company. If you're in the startup world on any side of that equation, it pays to be a great human being and to treat everyone with respect (this is probably another full post worth writing at some point)."

Never, ever get cocky : "A bunch of investors wanted to put a LOT of money into our company. We were beating revenue month after month. We turned away investors instead of the other way around. I tried to stay humble, stay hungry and not get overly excited about things, but the idea of having liquidity for my family, the ability to grow Moz in a new and exciting way and, yeah, the idea of finally having some personal savings were all dancing in my head."

Fishkin's full take is definitely worth the time to read , especially if you're either a startup founder looking for money or a venture capitalist about to starting "dating" the hot young company down the block.

LOS ANGELES - A new report by domain broker KetMo.com claims that focusing on a single ‘main brand’ domain name is not the best strategy for website traffic building.

While many Internet marketers tend to promote a single website, attempting to build a recognizable brand name; a better strategy for some online entrepreneurs may be to focus on using multiple, short domain names, including "typo-error" domains and acronyms for your company name; to build feeder sites and targeted portals for traffic generation.

"Most Internet business owners are proud of their business name, perhaps too proud," KetMo President Scott B. Alliy stated. "Being proud of your business name is one thing, but Internet business owners should ask if their chosen domain name is helping or hurting their business."

Alliy says that Internet business owners should consider the issue from a consumer’s perspective, where most quests for a product or service begin with a search for that item, rather than for a brand name.

For example, someone searching for "gay webcams" may enter such a phrase into Google, but that person is unlikely to enter "Joe’s Gay Cam Shack" into the search box, without a previous knowledge of a site’s name.

"If you are doing business locally, most likely local consumers know you and your company by name," says Alliy. "But for those companies doing business on the Internet and trying to reach a statewide, national, even global audience, trying to brand your [site] by name may be a big mistake from a profit standpoint."

Adult operators contemplating a white label website without a keyword-rich domain may want to consider this before committing to such a strategy, as opposed to building a feeder network to send traffic directly to the sponsor.

The report also cites a range of reasons why Internet business owners should consider owning as many keyword-rich domain names as they can afford; including the ability to attract more traffic, increase search ranking, decrease advertising costs, decrease lost business due to incorrectly spelled URLs, increase customer retention and the blocking of your competition from the marketspace.

Domain names also add asset value to a business - whether developed into full websites, or simply used to redirect traffic to a central (or "hub") website.

In addition to using keyword-rich domain names, Alliy suggests that companies consider acronyms for their company name or products and services that they offer, recommending "four and five letter domain names that are unique, easy to remember and hard for competition to copy."

Show of hands: If you run a website, how often do you consult your own search logs? I'm not talking about search engine optimization or inbound lead generation, here. I'm referring to the data that's generated by your site's own engine.

Lou Rosenfeld ( @louisrosenfeld ), author of " Search Analytics for Your Site ," believes site search deserves a place in every site owner's toolset. These engines reveal the content that's working, the queries that go unanswered, and the things audiences need most - and all that information is tucked into datasets you already own.

Rosenfeld expands on these points in the following interview. He'll also explore many of these same topics during his upcoming session at Web 2.0 Expo New York .

Lou Rosenfeld: It's not necessarily overlooked by users, but definitely by site owners who assume it's a simple application that gets set up and left alone. But the search engine is only one piece of a much larger puzzle that includes the design of the search interface and the results themselves, as well as content and tagging. So search requires ongoing testing and tuning to ensure that it will actually work.

Lou Rosenfeld: If your site has substantial search traffic, then you already own scads of useful data that describe what your users want from your site - in their own words. Why would you not want to take advantage of this resource?

In my book, I cover different ways to improve many aspects of a site - not just search performance, but content quality, navigation, metadata, and overall performance. There's certainly enough there to keep a full-timer occupied. But if you don't have such resources in your hands, at least spend an hour per month reviewing two common reports:

Dedicating just a little bit of time with these two simple reports will go a long way toward identifying and diagnosing problems with your site, many of which will be surprisingly simple to fix.

Lou Rosenfeld: Most common web analytics tools are lacking when it comes to helping analyze site search data. While you can get basic reports out of the big name tools, I always suggest downloading what you can into your favorite spreadsheet or database and playing with the data yourself. Your users, your site, and your organization are different than everyone else's, so you'll really want to get beyond your web analytics app's generic reports and interrogate the data as best suits your needs.

Lou Rosenfeld: Missing content is only one problem. You might find that the content actually does exist, but it's poorly structured, tagged, or titled. Or the content isn't prominent enough. Or your individual search engine results are poorly designed or unhelpfully sorted. Or that your deep contextual navigation is broken. Or that your search box isn't wide enough. These are just a few of the conclusions you might reach, but remember: analytics data can only tell you what might be wrong. You still need to use qualitative research methods to establish why.

Lou Rosenfeld: Yes. The one you're using right now. Crappy search performance has less to do with your search engine selection process and more to do with not bothering to learn about users' needs and configuring your search engine accordingly. So before your CIO spends six figures on a new search engine license, at least make sure you're getting the most out of what you already have.

Lou Rosenfeld: Pretty much. Large organizations have sites so jam-packed with content that searching them is as overwhelming as searching the web. In such environments, a decent search system is the user's only chance of finding what they're looking for. So site owners need to play God for their sites just like Larry Page and Sergey Brin have for the web - by ensuring reasonable search performance.

Lou Rosenfeld: I think so, as the data is far more semantically rich. While you might learn something about users' information needs by analyzing their navigational paths, you'd be guessing far less if you studied what they'd actually searched for. Again, site search data is the best example of users telling us what they want in their own words. Site search analytics is a great tool for closing this feedback loop. Without it, the dialog between our users and ourselves - via our sites - is broken.

The car flipped when the driver applied his brakes upon encountering sudden and unexpected heavy traffic. Three of the young men died on site. A fourth was pronounced dead after being transported to a nearby hospital. Four other passengers suffered minor injuries.

The Mainland tragedy did not involve alcohol or drugs. It happened in broad daylight on a well-traveled road. The scene of a group of teens piling into a car after a practice, a play, a sporting event is common to communities across the country. Young drivers opening their doors to one more friend who needs a ride - it happens all the time.

Souderton Area School District officials confirmed Sunday that school will indeed be open on Monday in the wake of Hurricane Irene.

In a statement released by the district, school officials said they have been monitoring road conditions and power outages throughout our community.

"At this time, it appears that conditions have improved dramatically," the statement said. "Although we will continue monitoring conditions, at this time all Souderton Area School District schools and offices will be opening on time - Monday, Aug. 29."

With the new school year beginning today in the Souderton Area School District, commuters should allow some extra time getting to work And restrict their speed in school zones.

"We’re going to be enforcing those speed limits," said Ed Hall, a corporal with the Franconia Township Police Department.

Drivers who pass a school bus with its red lights blinking can still be penalized even if an officer does not witness the infraction, according to Hall. He said a bus driver can initiate an investigation by providing the vehicle information to authorities.

Crossing guards holding a stop sign must be respected, and drivers must grant children walking in crosswalks the right-of-way, according to Hall.

"Everyone who drives - especially for the first couple weeks - has to understand that there will be hundreds of big yellow buses on the road," said Marianne Cleary, the coordinator of transportation in the North Penn School District. "We need everyone to take their time, pay attention and slow down."

Penalties for violating Pennsylvania’s school bus stopping law include a 60-day suspension, five points on your driving record and a $250 fine, according to information posted on the SASD website.

Most accidents happen when drivers attempt to pass a stopped school bus, according to Cleary. She said some occur when a bus is rear ended.

"In those cases it turns out drivers are just not paying attention," Cleary said.

Signs alerting drivers to the reduced speed - as well as an activated flashing light - are in place at all schools, according to Hall. He said police will be visibly enforcing the 15 mph school zone during the appropriate times.

A pedestrian struck by a vehicle traveling at 15 mph is nearly two-thirds less likely to be killed as compared to a pedestrian struck by a vehicle traveling at 25 mph, according to the AAA Foundation for Traffic Safety.

"School zone speed limits are in place to save lives," said Jenny M. Robinson, manager of public and government affairs for AAA Mid-Atlantic, in a prepared statement. "Motorists need to be especially vigilant during the morning and afternoon hours when school children are walking to and from school."

Cleary recommends that all students riding a bus to arrive at their stop at least five minutes before the designated pickup time.

"Particularly in the first couple of weeks, as we try to get the routes settled, there could be delays," she said. "Particularly with the kindergarten students, who may not want to get on the bus."

The biggest danger for students at bus stops is to stay off the road away from the curb, according to Cleary.

"The priority is making sure the children get on and off the bus safely," Hall said.

Previously, AdWords users who placed a phone number in their ad copy could only get a call if the searcher entered the number manually. Now, the phone numbers inside the creative are clickable by default.

Additionally, advertisers can view details on the performance of the clickable number by looking at the "click type" campaign segment of their campaign reporting.

In some ways, the added features are redundant. Advertisers can already set up a location and click-to-call extension in AdWords, getting a third line of text in their ad copy that gives a clickable phone number.

As with the new clickable numbers in the standard creative, the click-to-call extensions charge the same as the standard PPC price when users click on the number.

All members of the Emerging 8 are headquartered in Utah and have been doing business for less than five years. Also recognized last week was this year's Utah Fast 50, a list of the state's fastest-growing businesses overall. Only companies that have been in business at least five years qualified for the Fast 50.

Ryther Francom said the luncheon last Thursday was "full of energy."

"That's nice to see, especially in these hard times when companies are struggling," she added.

The companies recognized last week employ about 25,000 Utahns, Ryther Francom said.

"They're real drivers of the economy here," she said.

NEW YORK (Reuters) - Oil refineries and nuclear power plants along the U.S. East Coast eyed restarts on Sunday as Hurricane Irene left many with only minimal damage, while 3.6 million households and businesses remained without power.

The hurricane was downgraded to a tropical storm with 60-miles-per-hour winds as it made landfall in New York, sparing the largest U.S. city the widespread power outages forecast by many.

Still, the Federal Emergency Management Agency (FEMA) warned it could take several days to restore power to areas experiencing blackouts on the East Coast.

New Jersey utility Public Service Electric and Gas (PSEG) said 330,000 customers could be without power for five to seven days. FEMA said the duration of outages on the East Coast would depend on whether systems were damaged by the storm or taken offline protectively.

New York City utility Consolidated Edison said on Sunday it had made no final decision on whether to cut power to lower Manhattan due to storm surges, but flooding in the area appeared less severe than feared.

Several East Coast oil refineries throttled back operations and ConocoPhillips shut its Bayway plant in New Jersey.

Conoco said Bayway remained shut on Sunday morning though its Trainer, Pennsylvania refinery continued to operate. No damage was reported at any plant on the East Coast as of 11:51 a.m.

PBF Energy said its New Jersey and Delaware refineries sustained no damage from the storm and were operating normally as of Sunday morning.

Two nuclear power plants were forced to shut during the storm, but Progress Energy said the units at its Brunswick plant in North Carolina should be back to full power within 36 hours.

A unit at Constellation Energy's Calvert Cliff plant in Maryland remained offline after an aluminum siding flew off a building and hit a transformer, forcing a precautionary shutdown on Saturday night. The firm said the reactor was safe and a second unit was running at full power.

As a precaution against winds, Exelon Corp took its Oyster Creek nuclear power plant in New Jersey offline on Saturday. The plant normally supplies electricity to as many as 600,000 homes.

The oil hub of New York Harbor is expected to resume normal operations on Monday, the U.S. Coast Guard said, after imposing severe traffic restrictions as the storm bared down. Traffic restrictions will remain in place on Sunday.

IRENE SWIPES NEW YORK CITY

Irene tracked north toward New England after landing only a glancing blow on New York City.

Just over 110,000 homes and businesses in the city's five boroughs and neighboring Westchester County were without power at 11:51 a.m. EDT, Con Edison said, less than 4 percent of the total the company powers in the region.

Con Edison estimated most would have power restored by 10:00 a.m. EDT on Monday.

The largest blackouts took place in Virginia, where almost 40 percent of households and businesses were without power, Dominion Resources said.

Dominion said its damage assessment would be completed by noon on Monday.

"We ask for your patience while we complete this important restoration step because it allows us to identify the extent of damage, prioritize restoration so we can restore power to the greatest number of customers in the shortest amount of time, and accurately predict when we will complete restoration," the company said on its website.

Aug. 29 (Bloomberg) -- U.S. highways and mass transit are supposed to be federally supported in a fairly direct fashion: through a per-gallon tax on motor fuels, imposed at refineries and passed on to consumers.

The tax has the virtue of fairness in that it functions close to a user charge and encourages conservation by promoting mass transit. However, revenue from the tax is insufficient to sustain the U.S. transportation network.

The bulk of the charge is set to expire Sept. 30. Though tax aversion is running high on Capitol Hill, Congress should renew the gas levy. But lawmakers shouldn’t stop there. They need to get started on overhauling the way the outmoded tax is assessed, to ensure it raises adequate revenue in the future.

A little history: Since 2008, the motor-fuels tax has fallen about 30 percent short of covering the federal government’s costs of fixing roads, bridges and tunnels and supporting the country’s mass-transit systems. So, money has been drawn from general funds (income taxes) to close the gap.

Why the shortfall? Since the levy was last increased in 1993 -- to 18.4 cents a gallon for gasoline and 24.4 cents for diesel -- it has lost about a third of its value to inflation. And since 2008, with the economic downturn, Americans have been buying fewer gallons of gas, and thus paying less in taxes.

The improving fuel efficiency of the U.S. fleet has reduced tax proceeds further. In 1993, when the average new car in the U.S. got 28.3 miles (45.5 kilometers) per gallon, the fuel tax amounted to 0.65 cent per mile driven. Last year, the average mpg for a new car was 33.7, so the government collected 0.55 cent per mile, 15 percent less. This trend will continue as gas mileage keeps improving. As more electric cars hit the roads, proceeds will drop more.

Raising the fuel tax now might damage consumer spending power. Instead, President Barack Obama should propose that Congress renew it at current levels, but only for a year at a time, and then, once the economy is solidly recovering, increase the charge in stages to cushion its effect on consumers.

It’s also important to change the way the tax is structured. Instead of being tied to the number of gallons purchased, it should be levied as a percentage of the value of the gasoline purchased.

Today, U.S. consumers pay, on average, $3.68 for a gallon of regular-grade gas. About $2.87 of that is the cost of the gas itself, $0.18 is the federal tax, and the rest is other taxes plus distribution and marketing expenses. To fill the 30 percent hole in the federal budget for roads and mass transit, and to build a cushion in case gas prices dip, Congress could increase the amount the federal tax brings in by 40 percent. That would translate to a 9 percent tax on the gas itself. For consumers, such a change, at today’s prices, would mean paying $3.75 per gallon at the pump, a 7 cent bump.

Nobody likes paying more for gas. It’s worth pointing out, however, that the U.S. is the only country in the 34- member Organization for Economic Cooperation and Development in which user charges don’t completely cover government transportation expenditure.

What’s more, Americans pay far less for gasoline than their counterparts in Europe. The average cost of a gallon of gas is $8.47 in the U.K., $8.20 in Germany and $8.75 in France; in each of these places, more than half the retail price is tax. And the effect of such high charges has been to push consumers to use public transportation more, and to buy more fuel-efficient cars.

There are other possible solutions. One highly favored by transportation experts is to charge drivers not by gas consumed, but by mile driven. Though a promising idea for the future, this could mean installing in-vehicle meters, raising concerns about drivers’ privacy.

For now, we should focus on renewing the tax -- a move that even the anti-tax crusader Grover Norquist condones. It should then be raised and changed in a way that will both improve America’s deteriorating highways and transit systems and reduce overall oil consumption.

(RNN) - Hurricane Irene battered Long Beach, NY, picking up the lifeguard headquarters building, slamming it into the boardwalk as the storm moved through at high tide. The storm surge caused ocean waters to flow over land and into bays behind the barrier island.

The East River in lower Manhattan topped its banks shortly after 8 a.m. There is widespread water damage throughout the city, and lots of trees are down. However - showing the resilience New Yorkers are famous for - mayor Michael Bloomberg said in a news conference Sunday that the New York Stock Exchange will open as usual on Monday.

Bloomberg also lifted the evacuation order for low-lying areas of New York as of 3 p.m. ET.

The hurricane made a second landfall in New Jersey on early Sunday morning as the storm keeps making its way northward, leaving 15 dead in six states.

Irene was downgraded to a tropical storm after taking a swipe at New York City. As of the 2 p.m. ET advisory, it was packing 60 mph winds, moving at about 26 mph. This "faster forward speed" will continue for the next 24 hours or so.

According to CNN, the storm was weakened when it hit North Carolina.

"It never got its eye back. It never got its mojo back," CNN meteorologist Chad Myers said.

A tropical storm warning is in effect from Chincoteague, VA, to Sagamore Beach, MA. All warnings have been discontinued along the Atlantic coast south of Chincoteague and for Chesapeake Bay south of North Beach, the National Hurricane Center reported.

Tropical storm force winds extend up to 320 miles from the center of the storm.

The National Hurricane center said the eye of Hurricane Irene made landfall near Little Egg Inlet at 5:35 a.m. The storm previously made landfall at Cape Lookout in North Carolina on Saturday.

New Jersey Gov. Chris Christie said on the NBC's Today that there are 15,000 people in 45 shelters across the state, and urged people not to go out because of the flooding.

"If you have power, please stay in your home. Do not go out," said Christie.

Christie also said that preliminary damage wasn't as bad as they expected, but they are dealing with "record flooding" and water damage. There are a half-million people without power.

A North Carolina man is missing after he either fell or jumped into the Cape Fear River and New Hanover County, NC, WECT-TV reported.

Milton Robinson, 27, has been missing since about 12:30 a.m. Saturday when three men reported he jumped into the river at a boat ramp.

The storm has been blamed on at least three deaths in Virginia, WWBT-TV reported.

A boy, 11, and an adult male died Saturday when trees fell on their residences.

James Blackwell, 67, was killed when a tree fell on the car he was riding in. Virginia State Police troopers have responded to more than 150 traffic crashes, and at least 80 disabled vehicles.

The eye of the hurricane passed within 50 miles of Ocean City, MD, early Sunday morning. According to the city's website, officials are currently assessing the damage and no injuries have been reported.

CNN reports that currently 3 million people are without power as a result of Hurricane Irene.

About 281,014 people are without power in New Jersey.

In Connecticut, where Irene is headed, nearly 228,000 customers are without power. Connecticut Light Power reported more than 140,000 power outages early Sunday. United Illuminating was reporting more than 17,000 outages.

The Calvert Cliffs nuclear power facility in Lusby, MD, remains at 100 percent power on both units according to the Constellation Energy's website. One of the nuclear reactors automatically went offline when it was hit by a piece of aluminum siding during the storm. The reactor remains at its lowest alert level.

Dominion Power says that Irene has caused more than 700,000 outages in Virginia and North Carolina, according to their website.

In Hoboken, NJ, driving is prohibited as streets flood throughout the city. According to the city's website, high tide will occur around 8:15 a.m. EST, which is expected to exacerbate the flooding.

In total, more than 2.5 million people were evacuated all along the East Coast.

The Virginia Department of Transportation states on the state's emergency management website that crews will begin clean up as soon as sustained winds are below 39 mph. Many tunnels and bridges to Hampton Roads and Virginia Beach are expected to remain closed until flooding subsides and debris is cleared. That could be as late as 9 p.m. Sunday in some cases.

"Motorists are strongly encouraged to suspend travel overnight, if possible, until conditions improve," the website reads.

The North Carolina Emergency Management said on their Twitter feed that overnight shelters served approximately 460,000 people.

FEMA has deployed Virginia Task Force 1, Fairfax County's urban search and rescue team, to Fort Bragg, NC. VATF-1 was deployed to Japan to help with the aftermath of their earthquake, as well as helped in search and recovery at the Pentagon during the 9/11 attacks. The task force is in Fayetteville, NC, waiting to be mobilized if needed.

First Selectman Jeb Walker and the emergency management team continue to monitor storm conditions. Hurricane Irene has been downgraded to tropical storm status and has moved into northern New England. Windy conditions are predicted to diminish throughout the evening.

As of 7 p.m., First Selectman Jeb Walker has authorized the lifting of the curfew. However, residents are warned that there are numerous locations throughout town with power lines down on the ground. Town crews have attempted to mark these locations with barriers and/or caution tape, however not all may be known and may be unmarked. All wires must be considered live and must be given a wide berth.

Taking full advantage of the lull in the storm, Town crews have started clearing roads where power lines are not involved and CLP has crews beginning to assess the situation.

Some traffic lights are still without power and not enough temporary stop signs are available. These intersections must be treated as all-way stops.

Starting tomorrow morning (Monday) at 9 a.m., the YMCA will open to all residents for showers and charging of cell phones, etc. Also, the New Canaan Library will be open tomorrow morning at 9 a.m. and plans to have extended hours for the next few days. Please check the respective websites for further details.

Town Hall will be closed on Monday and public schools and Saint A's have canceled for Tuesday.

Due to the multiple road closures, the response of emergency services will be delayed to some areas of town.

Currently, CLP is reporting 77% of New Canaan to be without power and over 700,000 without power throughout the state.

For storm related, non-emergency questions, please call the Emergency Operations Center at 203-594-4100. This number should also be used for residents to report any structural damage to their homes. 911 should be used for emergency calls only.

The following is a list of safety tips to help get through the next few days:

Stay away from downed trees, as live power lines may be involved. Metal fences and guardrails may also become energized.

Avoid using candles if you lose power. If you must, never leave them unattended and keep them away from combustibles.

If you have a portable generator, make sure it is outside and if you are back-feeding your home through an outlet, make sure that you turn off the main breaker to avoid back-feeding the street, thereby endangering workers trying to restore power.

If the service wire on the side of your house been pulled off by downed branches/trees, it is the homeowner's responsibility to hire an electrician to make that repair. CLP will not reconnect until repairs are made.

It is expected that it will be several days before some roads are cleared and as long as a week before full power is fully restored. Residents are requested to check on neighbors.

Many tunnels and bridges to Hampton Roads and Virginia Beach are expected to remain closed until flooding subsides and debris is cleared. That could be as late as 9 p.m. Sunday in some cases.

"Motorists are strongly encouraged to suspend travel overnight, if possible, until conditions improve," the website reads.

The North Carolina Emergency Management said on their Twitter feed that overnight shelters served approximately 460,000 people.

FEMA has deployed Virginia Task Force 1, Fairfax County's urban search and rescue team, to Fort Bragg, NC. VATF-1 was deployed to Japan to help with the aftermath of their earthquake, as well as helped in search and recovery at the Pentagon during the 9/11 attacks. The task force is in Fayetteville, NC, waiting to be mobilized if needed.

The definition of "cybercrime" is ever changing, as is the severity of attacks. 2011 has already been labeled the "year of the data breach," and yet many of the breaches are not the typical SQL injection attacks or database hacks. Instead, criminals are using legitimate website functions to steal data and sometimes money, from targeted organizations. Compounding the problem, as U.S. banks and other financial institutions are enabling customers and employees to make mobile transactions, security implications around both Web and mobile functionality have become a large concern for IT.

As the majority of today's applications and services are easily accessible via the Web -- website, intranet, mobile, etc. -- online security standards are a weakness that cannot be ignored. Although acts of cybercrime may not be classified as, "physical destruction," new threats crop up daily. Online institutions and the security industry need to band together to develop effective solutions that protect as many users as possible.

In today's always-on world, consumers and employees are expecting to be able to interact with their bank, website, or employer through the Internet. This convenience is good in general; it encourages commerce and makes employees more productive. But with the increase in convenience comes inherent risk. The more functionality and data that become available through the Web, the more possible vulnerabilities the criminals can target.

The reality is that criminals go where the money is, and that is why they have targeted banks and other high-profile e-commerce sites: They can get a fast return on investment. In the past few years, we've seen the criminals change in two ways: First, they have gotten more sophisticated in the attacks that they perpetrate. I hypothesize that criminal organizations have a better understanding of most websites today than the internal product, development, or quality assurance teams for those websites. Why wouldn't they? There is a possibility for a huge payout if they are able to identify particular vulnerabilities.

The second change has been that cybercriminals are no longer limiting themselves to targeting only the highest-profile financial institutions and e-commerce companies. We are now seeing criminals target the smallest banks, very small e-commerce companies, and even other noncommercial websites where they can find either data or another commodity of value.

Many of these data breaches are being perpetrated through a Web browser, not through the traditional network intrusion. Hackers today know exactly what security systems are looking for, so they are able to circumvent the systems and simply avoid methods that will trigger alerts on the network.

As a result of this shift in the threat landscape, we have seen a rise in man-in-the-browser, man-in-the-middle and man-in-the-mobile attacks, in addition to a variety of attacks against the legitimate functionality of even the most innocuous websites. If more platform providers and application developers understood the risks around the functionality that is made available through the Internet, it would help everyone.

As more of these data breaches and thefts occur, consumers may become wary of interacting with banks, businesses and others online. That would be bad for everyone -- e-commerce sites would have less business, banks would have to accommodate an increased number of expensive face-to-face transactions, and employers would lose some employee productivity. The interesting aspect of this is that it would also be bad for the criminals, since they require lots of people interacting with organizations through the Web to support their way of life.

So what's next? With websites encountering thousands of visitors and experiencing thousands of clicks per second, how are financial, government, e-commerce, and even corporate organizations expected to protect themselves?

One thing is obvious: Implementing proactive security is a necessity for any online organization today. Monitoring the traffic coming through the website has become critical in the cybersecurity space. It is impossible to determine ahead of time which page or Web functionality will be used by the criminals. Instead of trying to predict where the criminals will hit or plug every hole, a better approach is to monitor everything and react when there is a new threat identified.

I'm not encouraging website developers to leave known holes open. Definitely, plug all of the obvious vulnerabilities. However, if you are monitoring all Web sessions, for every page on your site, you'll be able to see when the criminals identify an unexpected vulnerability.

This is, of course, a first line of defense, and any organization should have a multilayered approach to security. We all know it won't be the last thing needed. There is no silver bullet to protect websites, corporate assets, or data. But putting technologies in place that can detect and stop malicious behavior in real-time across a number of organizations (government, financial services, e-commerce sites, etc.) would substantially change the way fraud and other types of website abuse are addressed industry-wide.

Ultimately, it would help us minimize the impact of data breaches, mobile threats, and new attacks that cybercriminals execute. It's hard to predict what the remainder of 2011 will bring -- though the first half certainly had its challenges. All organizations, from large to small, should take a stance and ensure they are proactively protecting not only their network, but all Web-based activity, as this is the most vulnerable platform today.
